Tinubu Launches $250m Climate-Resilient Livelihoods Programme for Displaced Nigerians

President Bola Tinubu has introduced an initiative to support Nigerians displaced by climate-related disasters. 

The Climate-Resilient Livelihoods Empowerment Programme for Displaced Populations (CLEP4DPS) is a 10-year, $250 million project designed to restore livelihoods, promote sustainable agriculture, and empower communities affected by floods, erosion, desertification, and other environmental crises.

Announcing the programme at a special climate-induced mobility event under Nigeria’s chairmanship of the Rabat Process, Tinubu highlighted the initiative’s focus on climate-smart agriculture, renewable energy entrepreneurship, digital employment, green value chains, and leadership tracks for women and youth. 

Represented at the event by the Secretary to the Government of the Federation, Senator George Akume, the President stressed that CLEP4DPS shifts from short-term emergency aid to long-term, people-centred solutions that strengthen resilience and preserve human dignity.

“The economic empowerment of displaced populations is a critical form of climate adaptation,” Tinubu said, recalling the 2022 floods that affected over 4.4 million Nigerians and displaced 2.4 million people across more than 30 states. 

He noted that the programme complements existing initiatives under the Renewed Hope Agenda, including the Global Flood Disaster Management Project, which targets early warning systems, resilient infrastructure, and community engagement.

Tinubu also called for stronger international cooperation, recognising that no country can tackle climate-induced mobility alone. 

He thanked partners, including Switzerland, the European Union, and the International Centre for Migration Policy Development, for their continued support in linking climate action, migration governance, and sustainable development.

Experts say CLEP4DPS presents a unique opportunity to strengthen Nigeria’s climate-smart agriculture sector, create green jobs for youth, and support sustainable livelihoods, potentially transforming climate displacement from a crisis into a driver of economic empowerment.
