Federal Livestock Agencies Embrace Results-Driven Culture with PMS

The Federal Ministry of Livestock Development has fully embraced the Performance Management System (PMS) as a cornerstone for institutional strengthening, accountability, and effective service delivery in line with the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP25).

The initiative was highlighted during a two-day Ministerial Performance Retreat for Directors and Chief Executive Officers of Agencies under the Ministry, which commenced on Monday, 22 December 2025, in Abuja.

In her keynote address, Permanent Secretary Dr Chinyere Ijeoma Akujobi emphasised that the retreat marked a decisive shift from planning to actionable outcomes. She noted that the signing of performance contracts, scheduled for Tuesday, must be followed by strict adherence to agreed principles and measurable deliverables.

“The Ministry is committed to providing the necessary systems and institutional support to ensure success. Effective performance begins with clarity of processes rather than an overreliance on funding,” Dr. Akujobi said.

The PMS, anchored in Chapter 5 of the revised Public Service Rules, has replaced the decades-old Annual Performance Evaluation Report (APER). 

It now serves as the foundation for promotions, rewards, capacity building, and sanctions for underperformance.

Director of Planning, Research and Statistics, Mr Stephen Ohaeri, described PMS as “a credible and objective framework that shifts performance assessment from routine activity reporting to a structured, results-driven approach focused on clear targets, measurable outcomes, and continuous improvement.”

Mr Abiodun Ajayi from the Office of the Head of the Civil Service of the Federation explained that the traditional APER system had been in use for over 40 years. 

He stressed that modernising the civil service is importantfor national development and that the PMS is essential to delivering government policies efficiently.

The retreat, themed “Institutionalising the Performance Management System in the Federal Ministry of Livestock Development”, will entrench a performance-driven culture across all departments and agencies. 

Standardised performance contract templates were developed to guide Directors and Chief Executives in defining Key Result Areas and aligning with OHCSF guidelines.
