World Bank Assessment Ranks Kwara First in Livestock Productivity Programme

Kwara State has emerged as Nigeria’s top-performing state in the final performance assessment of the Livestock Productivity and Resilience Support Project (L-PRES), outperforming 19 other participating states nationwide.

The ranking followed an independent evaluation conducted by the National Coordination Office in collaboration with the World Bank, as detailed in the L-PRES Project States Performance Assessment and Ranking Report. 

The assessment measured states against World Bank-aligned indicators, including institutional coordination, financial management, safeguards compliance, security management, reporting efficiency and delivery of project outcomes.

According to a statement issued by the Kwara State L-PRES Project under the Ministry of Livestock Development, the state’s first-place ranking reflects consistent political support and strong governance structures that have enabled effective project implementation.

The report attributed Kwara’s performance to the leadership of Governor AbdulRahman AbdulRazak, noting that policy consistency, timely provision of counterpart funding and a clear agricultural development agenda created an enabling environment for livestock sector reforms.

The statement also highlighted the role of the Kwara State Ministry of Livestock Development in providing oversight, coordination and policy direction for the project.

Reacting to the development, the Commissioner for Livestock Development, Hon. Oloruntoyosi Adebayo Thomas, stated that the recognition underscores the state’s commitment to accountability and results-driven governance.

“This recognition validates Kwara State’s focus on transparency, prudent resource management and measurable impact, particularly across the livestock value chain,” she said.

The State Project Coordinator, Mr Olusoji Oyawoye, described the achievement as a product of teamwork and strict adherence to project standards, adding that Kwara has become a national reference point for the effective delivery of World Bank-supported agricultural programmes.

The World Bank-backed L-PRES Project improve livestock productivity, strengthens climate resilience and enhances value chain performance. 

In Kwara State, the initiative has delivered tangible outcomes, including improved pasture development, stronger animal health services, expanded livestock value chains and increased opportunities for farmers, processors, women and youth entrepreneurs.

The Kwara State Government expressed appreciation to the Federal Government, the World Bank, development partners, community stakeholders and implementing teams, while reaffirming its commitment to sustaining high standards and deepening impact in line with national development priorities and international best practices.
